All owners of long lasting infrastructure assets are faced with similar long term challenges. Suppliers to the asset owners also need to understand the asset management and asset maintenance issues faced by the owners. These challenges include: Minimising the long term cost of asset ownership, whilst managing business risk, affordability and other constraints. The relentless demands of aging assets for maintenance, and the need to reduce unit costs, whilst improving quality of outcomes. Changing business requirements, including rising expectations, related to customer, regulator, business owner and other stakeholders. The need for improved solutions and techniques, and to demonstrate best appropriate practice. Better understanding at all levels of the organization about the importance of a strategic and systematic approach to asset management.
In addition, organizations need to cope with changing economic circumstances, including the current economic downturn which in many cases reduces the available financial resources. These challenges have driven the development internationally of a holistic approach for asset management, which covers all the activities in the life cycle of assets including creation of new assets, operations, maintenance, renewal, disposal and non-asset solutions. The key to meeting these challenges is to consider, for each asset, the best mix of activities across all the life cycle elements. Strategic asset management is not a pure engineering discipline; to be successful it requires a good mix of economics, social science, environmental management and public policy.
